Are review comments visible only to the assigned reviewers, or can others see them? 

Review comments are not limited to just the assigned reviewers. They are visible to all users who have the necessary permissions to access the elements under review. 

This design promotes transparency and collaboration, allowing team members who are not directly assigned as reviewers to still view and benefit from the feedback, if they have the appropriate access rights. It ensures that insights, suggestions, and decisions are shared openly across the team, fostering a more inclusive and informed review process.
